What the actual fuck is wrong? Honestly, I would have been more satisified if it was the PCIe slot or the GPU. At least then, I would know what the issue is.

Where does it say that? I've literally seen this exact same build. I know some of the optiplexs have a 35 watt limit on the PCIe lanes but not the 7010. Hell, there are literally youtube videos of people putting this together.
And even if there was a limit, that still shouldn't cause the funky display stuff. It just hit a limit once it's at 35 watts.

As far as I am aware all PCI-E x16 slots provide 75w and I'm guessing that optiplex gives less because the model has a shittier PSU
It should, make sure the BIOS is the latest stable version though or might not boot up.

Why would you buy a fucking prebuilt to mess around with new hardware? Most prebuilt have locked down bios that wont accept every gpu/wireless cards/etc unless they are from the same manufacturer unless you're lucky and the hardware just werks.

Confirmed, I own a 9020 SFF and this is exactly what I did. A Gigabyte GT 1030 definitely does work in my optiplex.
