I have one of those Zero Delay USB encoders and I can definitely recommend it. It works perfectly plug and play with both PC and PS3. they can be found for like $12 most non-chink stores.
However the rest of the bundle doesn't look right. Going off the images I can tell you that the stick itself is not a legit sanwa stick. They use different components for the microswitches and other parts on the underside of the stick. If there was a side or bottom view of the buttons I could tell you if those were also knockoffs or not, but I'm going to assume they are not legit sanwa.
I've built a couple DIY sticks and I generally buy all my parts off of Focus Attack. If you don't care about the cheap joystick I'd say go for it, that pcb will work perfect for what you want.
