No, it is keyed slightly differently too. There are more power pins and they are arranged slightly differently so you cannot physically fit Skylake/Kaby Lake chips onto 3 series boards.
Intel did the same shit with Haswell-E and Socket 2011v3 where it didn't work with older Socket2011 boards.
