No. It was true 3 years ago, but they fixed the apps so now almost everything is usable offline. The only thing it does is sync your data to the (((cloud))) and defaults to storing your shit there. Since all ChromeOS machines only have 16-32GB storage.
But yeah, it's entirely focused on being connected to the internet.

You can watch movies and edit documents normally. And your storage is accessible to you, ignore the other tard.
But you'd normally want to use an mSD for personal files. And you wouldn't store movies on local storage, especially one as small as 32GB.
