Problem with ITX for X299 is that Skylake-X is a fucking housefire. I also don't like that they changed it to 260pin. It doesn't even increase the max mem since the x99 board could take 64GB sticks no problem.

The power draw will be way too high. Remember how they couldn't make AM3+ ITX boards because the FX chips ran too hot? I expect they'd run into the same problem here.

extra m.2 slots would be handy if you want to use an adaptor on one of the slots to run something like a capture card or second gpu

Cramming this much hardware into an ITX form-factor isn't really possible using existing standards, so what Assrock could do is go full custom and sell a proprietary motherboard/case combo, in a front/back configuration similar to the DAN Case A4, but instead of just the GPU on the back it would have half of the mobo components.
The mainboard has just the CPU, power and memory on it. A secondary board connected via high-bandwidth ribbon cable would have the PCI-E, storage, inputs and audio.
I knocked up a crude variation of how it would look. Maybe instead of two PCI slots on the back, there could be one with a 90º bend so that the GPU can be flat against the back, but it would also require the I/O to go back to the CPU side.
Nice mockup. Most people who would buy this would probably want some kind of stacked pcie riser arrangement for muh mitx SLI, which you could probably get away with in a proprietary case.
