recovery mode is probably avaliable in which case you could turn on usb debugging unless it's a samsung phone in which case you're fucked probably.

Are you an actual idiot? Most phones have a built-in recovery menu by holding down one of the volume buttons and power button. Then there's usually three options you can scroll through after with the volume buttons/rocker. USB debugging/Recovery, restart and turn off.
1/3 chance to select the right option to get into USB debugging.

why not go repair the screen then, go to any phone repair store thats shady as fuck and ask for it to be repaired 80 bucks is probably your cost, or how bout you try doing it yourself. Also try being civil dont be dumb otherwise they will get your act and not fix it properly.

But once you select USB debugging you won't need to interact with the screen, it'll give you ADB access which would allow you to do what you need.

Another option that requires alot of precision is actually trying to dump the eMMC data into a image but this requires special tools and very accurate skills and not recommended for the average Sup Forumstard.
