From the sounds of things it has to do with the animations.
When you are inputting data into the calc app it registers the key at the end of the animation, but if you tap another key too soon it doesn't register the previous key into the calculation.
Sounds like this might not even be new to iOS11, just worse in iOS11.

the bug seems to be that when you press + again after pressing 2, it doesn't register so what you're really typing is 1+23 instead of 1+2+3

I don't know if there's a scientific view like on Android, but the Calculator app is a basic calculator. You don't enter statements (e.g., 1+2+3) but rather one number at a time before you use any kind of operator. So if someone is adding n+n there is a lag before adding the *same* operator again. If I enter 1 + 2 - 3 or 1 + 2 = then there is no issue. Its definitely a bug, but this article is trash.

Most calculator apps these days, Android and Windows, will show the statements even in basic mode.

This isn't a calculation error you dumbfuckers. It's an issue with the animation timing blocking, for some reason, input.
It's a similar issue when trying to open an icon WHILE the "return to home" animation is reproduced. It's maybe half a second but easily reproducible.
As to why it is happening in the calculator app, well it could be an issue with the UIViewPropertyAnimator they introduced in iOS 10, or they are doing something fucky with the animations.
