There are still 1000 dollar laptops with more and better storage options, you're just choosing to look at laptops that don't have them.
You have to consider that when you get into that price category, you have laptops built for different purposes.
They'll either be very thin and light with no or very few options, less thin and less light with some options for expansion and better specs, average sized with maybe an ultrabay type thing, a 2.5" slot, and an m.2 slot or two, or big ass workstations/gaming bricks.
If you only look to the first category, which the X220 no longer falls into, it's no wonder you don't see any storage options.

My ideapad y510p from 3-4 years ago literally has 3 disks in it, one m.2, and two sata based. Modern clevos still have m.2 + sata. There isn't a third slot just because we've stopped using DVD so widely so the drives disappeared from laptops. It wasn't meant for an HDD anyway, same goes for x220. Even the Xiaomi laptops have two m.2 slots. So no, not true
