They are phasing out the 1080 for the "1070Ti". GDDR5X supplies are being allocated towards Volta SKUs.
My RX Vega 56 cost £380 ($399 SEP) unbundled. It uses around 250w under full load undervolted to 1.1v with a clock speed set to 1660Mhz (Gets me around 183Mhz locked after thermals take effect which is usually around 5-10 minutes use). I run my fan speed at 3500 RPM which is tolerable on a reference. I intend to either water cool or add a Morpheus cooler to it later anyhow.
I flashed it to the 64 BIOS and set the memory at 1050Mhz (I can go to 1100Mhz in most games but occasionally get issues at that speed so 1050 is safer for me).
I generally get performance around mid GTX 1080 levels like this. See pic related. Basically it blows away the GTX 1070 and will most likely blow away the GTX 1070Ti too.
Granted there are higher GTX 1080 scores on 3DMark's results but those are usually AIB parnet cards pushed to the limit.
I am pretty satisfied with my purchase and I also got a 27" 144op Freesync monitor substantially cheaper as well.
RX Vega may be a flop in terms of how it was launched but it's still a pretty capable GPU if you can get one at MSRP (SEP).

Wrong, I suspect the majority of those "1070Ti" are good GP104 chips that are artificially binned.
The real reason is that Nvidia is allocating its limited GDDR5X supplies towards Volta SKUs and they don't want to waste anymore with GP104 SKUs.
1070Ti is a "stealth replacement" for discontinued 1080. Like how the 770 replaced the 680.
