Back from the UK, now in Australia. in the uk i paid for 56mpbs, and would usually get 52-56mbps. Meant i could stream easily and quickly with no buffering. Even watched 1080 live sports through IPTV, very little buffering.
Moved back to Melbourne, pay for 17mbps, and get around 4-9mpbs. I live 6 blocks from the exchange and cant stream anything without heaps of buffering. WTF is going on guys.

Network is being oversold and they're using traffic shaping to provide the minimum amount of bandwidth at peak hours.
There's a meme about England that during TV breaks of popular TV shows, the nations energy use spikes as people go to make cups of tea.
It's the same thing with internet. When people get home after work, they go online. Or they fire up their net connected TV. There's a surge of use that swamps the overloaded network. They use traffic shaping to provide a drip feed of internet use to provide everyone a stable bare minimum connection.
The only way to get around this is improvements to the network infrastructure. Most places in the UK bury the cables. That's expensive. It clogs up roads. Causes traffic chaos. In other countries that have crazy high speeds far and wide, they string the network infrastructure up like power lines.
