Lel, complete trash. It seems to happen on most domains, but not all. For instance .com.ua and .de domains seem to not behave like this, at least not yet. Enjoy living in a bubble, I guess..
I have been using encrypted.google.com to get English-only results for years regardless of the country I'm in. A couple days ago I started noticing non-English results showing up even though my queries were in English. I'm having the same problem on youtube. Very annoying. I switched my default search engine to ixquick. I guess for youtube I can use hooktube, for as long as that lasts.

Pretty sure it has always done this, but here is how you fix it (I've had it this way for two years). Although this change seems to have affected maps so it's not working there
google.com/ncr gives you the non localised version of Google (always has) vs .com which is just the American localisation. So just use google.com/ncr
Also, here's my link for the search engine setting so you can use it in the address bar for Chrome (maybe it will work on other browsers):
