There's not that much you can do with a 125W CPU, you can put a AIO waterblock on it but it's still quite a lot of noise from the pump and fan.
A 65W TDP CPU with the Be Quiet Pure Rock that's rated at 140W, on the other hand... that's nice. I've actually set the standard fan RPM to zero, it'll kick in after 20 minutes at full load (encoding videos or something). This alone makes it totally worth it.
Caveat to be aware of: It and coolers like it are so massive they hoover above the first RAM-slot on most (all?) motherboards. You'd be screwed if the RAM sticks have large heat-spreaders or RGB lights sticking up..

I understand not upgrading every year or even every 3-4 years. I also keep my tech as long as I can. I went from an Athlon X3 with the fourth core unlocked and a moderate OC to a Ryzen R7-1700X. The differences are vast in every single regard. The newer instruction sets alone make it worth it.

Not necessarily. DOOM 2016 will run like a top even on lower end AMD hardware because of it's DX12/Vulcan Implementation and overall fame optimizations.
I still remember Wolfenstein TOB running at only 35-49 fps on my old FX-9370 (clocked to 5.4ghz) and R9-290X though. I got a used Haswell i5 and even at stock I almost doubled performance in that game with the same card.

I have an FX-8350 overclocked to 4.4ghz and an MSI R9 380 4G GPU and it runs Doom and Wolfenstein New Colossus just fine. Heck, even it can run BF1 on high settings just fine and still can game around 60-70fps. I gave my best friend an i5 4690 as he is an avid car simulations player. (he doesn't have much money). He said it was night and day with his former quadcore Phenom. So there is a huge difference between 2007 and 2013 cpus Even if it's just 5-10% perf gain a generation, after 10 years you have a 80% - 150 % faster cpu. So no need to upgrade every year, but after 5-6 years you'll get a really decent boost. Provided it will keep on going on like that.
On my side, I upgraded from Athlon X2-6000 to i7-4970k and it was incredible a difference.
