We've got good old "Montezuma" they still can't get the name right...
To be honest there are a lot of good choices in Aztec history, Moctezuma Ilhuicamina (great builder) Ahuizotl (mythical warrior) Acamapichtli (diplomat and first ruler) or even Nezahualcoyotl (who was techically not Mexica but still a part of the alliance and the greatest poet of the Nahuas). but Moctezuma II isn't bad, he's certainly iconographic and ruled the empire at it's peak. Most Mexicans would probably prefer Cuauhtémoc who led the last of the resistance against the Spaniards and is generally depicted as noble and heroic, even if he did surrender and was tortured.
I would love it f at some point they made mechanics which allowed peoples to change over time, have the Aztecs become Mexicans in the modern age, along with Cossacks ours was one of the last and most effective horsed warrior traditions...
I'm more favorable of Richelieu. Why they picked Catherine, other than a female quota, is to get a country to fill the "cultural yet sneaky" role. Who's better than Richelieu?

As far as female rulers go, Victoria and Cleopatra make perfect sense. Catherine made me raise an eyebrow, but Tomyris made me throw up my hands and declare that the SJW scare guys are right. In terms of government, this de jure made him second only to the king. De facto some considered him to be above the king. Nevertheless, as I emphasized before, this effectively makes him the equal of Bismarck who is a staple of the Civ series.

Cleopatra is a horrible decision for a female ruler of Egypt. She was merely a Roman Client who choose the wrong horse to ride. If they wanted a female ruler of Egypt that actually did something then they should have gone with Hatshepsut. Choosing Cleopatra for Egypt is like choosing Marie Antoinette for France.

From a Western perspective, she's the most well-known Egyptian rule save for Ramses II, who was already in the last game.

And that's precisely why she's famous: because of her intimate ties to Roman history. Purely from a Western perspective she matters more than a lot of other Egyptian rulers.
You could argue in favor of other Egyptian rulers, sure, but unlike with Catherine and Tomyris it's hard to argue she wasn't an important Egyptian ruler. Catherine wasn't a ruler, and Tomyris wasn't important.
