It's just using JavaScript, nothing illegal. That's how JS works, allows code to be run (executed) on your processor.
No it fucking doesn't, CoinHive uses less system resources than your average webpage loaded with ads. Sites actually run faster when the script is in uses versus dozens of ads. Stop pulling bullshit out of your ass and slinging it everywhere.

No way, I'm not for it. But it's not doing anything any other JS code can do. If a script wants to use 100% of your CPU (maybe its broke) there's nothing stopping the browser from allowing it.

Modern browsers detect script load and will ask the user if they want to stop the script hogging resources. Doesn't it do that for this particular script? I suspect it does if using 100%
If the script is properly using async, then it is easy to bypass that restriction because browsers only detect scripts that stop page loading etc.
