I was turning off and it just started updating and Its been like this for like half an hour now, I tried pessing control alt delete but nothing happening, I think I may have to manually turn it off what do

Sometimes it just takes a long time.
A newly installed windows 7 without any updates can take 12-14 hours on one step. It sometimes is slow if you havent updated in a while.
Sounds like you actually should install gentoo, looks like you need it.
its not newly updated, it updates sometimes but its done in less than 10 minutes but now its taking 40, I think its frozen.

Win7 has that bug where the windows updater goes to 100% CPU and freezes. Good luck finding the right patches that correct that shit.
