My install never bothers me about updates, and they only get downloaded and installed when i say so.
LTSB is meant for stability and security regardless if it touches the web. Just because something doesn't touch the web doesn't mean its secure.

I think the only way for it to not be trash is if you disable every single thing in the registry and that will take too much effort considering it turns itself up again.
This is coming from someone who does have win 10 LTSB in a VM but 8.1 is just better and less of a hassle.
I really wish they extended the support for 8.1 would even buy a couple more keys from microsoft.
you can set updates to manual and to not restart upon update. it's all in group policies.
It's not a matter of wanting updates or not. Updating your system is an action that the user does, not something the OS is supposed to force the user to do.
You only get security updates, and only after they've been tested on the rest of the populace.
