AFAIK, the FCC's plan is to reverse the reclassification of certain companies from Title 2 of the 1996 telecommunications act. (they got put there in 2015 from title 1)
Also, they must clearly convey any planned traffic shaping they are doing, and be regulated by the federal trade commission.

How do you think you access Sup Forums right now, huh? Do you think your ISP isn't a gatekeeper, or something? Everything goes through them before you can access the site you want. It's plain ignorance to believe "it literally can't happen".

People don't seem to realize that if ISPs block content on their network, they lose their status as a common carrier, which means they become liable for the content that passes through their network.

The government (state or federal) would then be able to force them to filter out child pornography; and since websites like Sup Forums move too fast to dilter effectively they'd have no choice but to block it completely.

That's been illegal for them to do under FCC regulations since 2004. That's not going to happen after NN is killed. Verizon will be allowed to throttle within reason, but not outright block access to lawful content.
