Maybe if access to the Internet had a base cost in the cents and access to sites were a few cents each.

Of course, this would be terrible for people offering services on the Internet because I would now be thinking "well I rarely go to the NYTimes or Forbes, so I'm not going to pay for access just for when I get linked to it", and thus those sites lose viewers and revenue.
Pay walled sites would be even worse, would you pay for access to your ISP and to the site separately?

Problem is that the Internet is a distributed model, not a service model. The ISP isn't offering those sites as a service, it's only providing access to them. They don't have to pay any of the running costs for those sites, only for the bandwidth generated by their users using them. So implementing a model of payment that could impede access to sites would be directly harming to other companies, rather than covering their own costs of providing a service.
