It's not like the work is drastically duplicated across these multiple distributions
Every single distribution uses the Linux Kernel
Every single distribution uses the GNU coreutils and glibc (aside from some very rare cases)
Every single distribution uses the X Window System or Wayland as its windowing system.
However, distributions do use different init systems, package managers, and default desktop environments.
This allows distributions to provide different experiences whilst still being compatible with each other as a common operating system.
Why do you hate different experiences?
Why do you want everything to be locked down?
Why do you hate freedom?

Regular end-users can't even install Windows and buy a new computer when it gets so filled with malware it can barely start.
They use whatever comes installed on their device just as they have since Windows started coming pre-installed in everything.
Before that the "regular end-user" just didn't use a computer, except maybe as a glorified typewriter once in a while.

Portage is already used by gentoo and sabayon, Chromium OS is (/was?) based on Gentoo too.
