There is little evidence to justify the widespread assumption that willing participation in pedophilia hurts children. Granted, children may not dare say no to an older relative, or may not realize they could say no; in that case, even if they do not overtly object, the relationship may still feel imposed to them. That's not willing participation, it's imposed participation, a different issue.
Kids are easily manipulated. That's the whole point of making that stuff illegal.

This issue is much akin to the issue of age of consent. Teenagers develop at different rates, so a 14 year old for example could well be mature enough to understand what's happening... or they might be not. To cope with this, an arbitrary, or average number is usually chosen as the age of consent. That way courts don't have to waste their time with every single abuse case wondering whether or not the child was mature enough or not.
