My time has come! I Have a DT 990 (600 ohm) with an asus xonar sound card. Works quite well in comparison to driving off the motherboard sound.
Definitely gets loud enough (not ear breakingly loud though), sound quality is great too. My only complaint is that the DT 990 are a little hard on the higher frequencies, but that can be fixed with an equaliser.
Alright, I just tested it, it can get ear-breakingly loud.
Also, one thing I noticed is that for some reason the sound quality is better on windows than on linux. Not sure how to fix this.

Looks like the DG one have a fuckton of issues, random BSOD and don't even work on W10 where we all should go eventually
For driving high impedance headphones, yes. Spend 70 bucks for an FX-Audio external DAC/Amp, enjoy better sound at a cheaper price.
I have the Xonar Essence STX. I've never had those problems with this card.

Odd. I bought it a while ago and it was quite a lot cheaper than im seeing it listed now.
IIRC there are some custom drivers floating around for Xonar cards, which work better than the official ones. My Xonar DX ran fine on W10 and I never had a BSOD due to it, though I no longer use it now since I have a DAC.

The sound card is a DAC and its function is to convert digital signal into audio signal, aka the sound you can ear. Full stop.
If your volume on those headphones is too low, what you need isn't a soundcard / DAC, but amplifier. The amplifier powers your headphones and make them sound louder.
They're the same price as Fiio's E10K but more powerful. Hell, they seem possibly more powerful than even something like an O2, even on paper.

No idea, have never listened to that one but it might be decent enough for most listeners, the actual DAC part at least. If your headphone isn't loud enough you should probably worry more about whatever integrated headphone amp it might have and whether it can drive them properly or not.
Generally speaking, any headphone amp on the cheap side powered by 5V won't be able to drive less sensitive headphones very loud since its output voltage won't be high enough, so you should look into it before buying.

Many USB DACs/amps are fully capable of driving 300 ohm headphones past the point of comfort, I know my cheapass alesis does

Is it my autistic oversensitive ears or something else? I have DT880s in the 600 ohm version and even when I'm driving them off of my phone I have to turn the volume setting to like quarter to comfortably listen. On my computer I've got my volume settings turned all the way down to not feel like my ears are about to burst.

Why would I be afraid of the sound leaking if I live on my own? If I turn them any higher I feel uncomfortable because they get too loud.

Yes, that's literally what I'm saying. e10k is shit because it is underpowered as fuck. Most important part of getting dedicated DAC/AMP is getting good AMP. There is very little difference between DACs itself, as long as DAC is neutral then it's good. Even a fucking realtek is good enough for this.
You buy e10k if you are a poorfag using laptop and experiencing hiss. If you want actual DAC/AMP you buy something else.
If you ever decide to upgrade you can put your e10k into trash. It will not power k702 or HD600.
