Monoxide looks just like Oxygen to the receptors on red blood cells so it gets taken around the body.
The body's other cells won't accept monoxide as Oxygen, but the lungs do see it as Oxygen. So the monoxide is trapped there. Eventually there won't be enough available red blood cells available for Oxygen transport; too many will be carting around the unusable, unremovable monoxide.

No. Helium makes you asphyxiate, which means your body is no longer able to get oxygen but can still dump excess CO / CO2. Helium doesn't react, it just displaces oxygen. Your body won't notice that and you just kind of slip into unconsiousness.

CO on the other hand poisons you. Which means you no longer get any oxygen but your body amasses shitloads of CO. Because your body measures blood CO levels, it will feel like diving and getting the urge to come up for air.
