Employers pay as little as they can for a job which they need to make the revenue that they do. The nature of the job and the education expected for it are secondary to that principle. Look into the needs of companies which make tons of money and offer your services in a mission-critical role for them.

I think this is true. I worked as a product developer where I was an expense that management tried to minized. I then worked at a consultancy company, where I was a source of revenue.

The difference was pretty significant.
