I've had this raspberry pi 3 since last Christmas, haven't used it because I didn't already own a HDMI screen.
Given I have no peripherals already what should I buy to make this thing actually usable?
Is it worth putting the time and money into this thing?

Well I attached it to my router and I run a headless NAS+torrentbox using just deluged, samba and a couple of HDDs, which serves media to my clients (pc, laptop, TVs with RPI/non-RPI boxes with Kodi on them).
I load torrents on it through a web interface and a few minutes later I find the new movie on my TVs.
It's something.

I just started a small project for my mom for Christmas, my plan is to stream a web radio inside her home from a Pi so she could listen to that through her radio whenever she likes.
Reason: There are only shitty radio stations around here, and my mom loves to listen to great music but doesn't want to start the PC and search stuff, I also thought of downloading tons of folders of music but that would just take away the "radio feeling".

Load an OS with preconfigured SSH on it and connect it to your router, that way you can control it without HDMI.
Use it as a pihole, small NAS server for pushing files around the network (you'll probably want an ext hdd for that), run minidlna on it and stream movies/music over your network, configure a backup server on it, use it as a VPN server, host a small webserver on it.
There's a lot you can do with a bare RPi and you can learn a lot about running and administrating a server and properly using Linux with it.

Yes, but it's a 10/100 port and it uses the USB bus so you're not even going to get full 100 Mbps. Hence why I said it lacks gigabit ethernet.

I just bought a pi 3 for 5$. What should i do with it, my router is already my file server. I don't need a dlna server. Pi hole is not something i want. I already have androidboxes that run kodi. I don't play games. I already have arduinos i use for any electronics projects. I guess my best bet is to sell it for 20$ and make a profit?
