Anyone know of any Open Source software in need of a new GUI for the sake of ease of use.
Bonus points for one that you would pay for if it were easier to use.

How about Linux distros?
That would be quite a task, but I'll bite.
Suggestions?
IDK most DEs just seem lacking in minor aspects that just annoy me.
My current favorite is Budgie, Solus, but I don't seem to be able to add software shortcuts to my desktop. In fact, the desktop home screen functionality is very limited despite how polished everything else is.
To my understanding Budgie seems to be aimed at new users. Have you given Mate a try by chance, it's fairly polished and manages to have plenty of customization and in depth features
On Solis that is.
Take a look at KDE software. Plenty of work to do wherever you look. You might start with some desktop widgets. Good luck with getting paid for that, though.
