The Russian Empire did participate in the pre-WWI games. The USSR did not of course until '52 (1920 of course they were engulfed in the civil war, and the other times the international community were just pissy about letting them in b/c evil gommies).

They did invite the Soviet Union to the 1948 games, but the Berlin Airlift kind of put the kibosh on that idea.
