Does Norway actually have competitive ISP's though? There's more to consider than just net neutrality or not. America only really has "competitive" ISP markets in large urban areas, everywhere else is more or less carved up into gang territories where you have one, maybe two choice for internet (both of which will gladly collude to fuck you over for more money) and maybe some shitty satellite internet. Lack of net neutrality might be fine, if there were actually a free market to prevent anal rape by ISPs, but there isn't in America, if Norway has actual competition, it wouldn't surprise me in the least that you guys are fine without NN.

Canada effectively does, with the only caveat that ISPs are required by law to force VoIP traffic to the top of the stack.

Oh it does, the three I mentioned are the 3 of the top of my head, but there are also more local ISP's like Lyse, which is Rogaland-only and Fjordkraft which is Bergen only.

As I type this post, there's actually quite a lot of good competition. I lived in Steinkjær for a year (take the most bump-fuck place you can imagine and you get the idea) and even there we had like 5 big companies wanting our business and 2 or 3 minor ones that were region-only.

And it always felt like a fair competition, because most of the time the 3 region-only ISPs could deliver a lot better speeds than the big ones, but had to charge a little more (not much, like 10, 20 bucks more?).

I thought this was how it was everywhere? Is it not like this in America?

We don't have NN in my country but we don't need it because we didn't pass anti competition monopoly laws ages ago. Anyone can start an internet company here so there are dozens and dozens to choose from that are all competitive with each other. There is laws that require the same cost for renting the infrastructure no matter who you are and laws that mean you can't be an infrastructure owner and an operator of the infrastructure (your ISP can't own the cables and be operating an ISP through them).
