Prior to that, no instance of traffic shaping was substantial enough to raise enough attention to warrant a response. The media companies that comprise or own the major ISPs in the nation did not like the fact that they were losing so much money to people cutting their cable TV subscriptions, and decided that they would try to extort more money out of the customers choosing to do this. Neutrality regulations were instituted because this is clearly fucked. Instead of figuring out how to offer a better product, ISPs poured cash into regulator pockets until they got what they want. Here we are.
