There's a lot of superstition in the East about moving into a previously owned/used building. There are entire towns in China that developers won't touch because it's full o' ghosts or whatever. Other Eastern cultures don't like buying houses someone else has lived in period.

A lot of these cultural hangups are going away, but they're still present. It's part of the reason East and West don't get along when it comes to rich Eastern investors. They have a habit of tearing down old buildings and building tacky new ones; it's what they'd do in China, etc, so it's what they try to do here, but it pisses people off because Westerners don't give a shit about ghosts but we do like our old buildings.

In Japan's case because it is not practical. Traditionally Japanese houses are made by wood, which is not strong. European buildings are made by brick and stone. So they are strong. Old Japanese style doesn't last a long time and so is no good for earthquake.

Wood buildings are perfectly suitable for earthquakes. The reason they don't have many wood buildings anymore is that there isn't much wood left on the Japanese archipelago (that, and we burned down a lot of their shit in WWII fire bombing raids).
