and until then 8 GiB of RAM is more than enough for anything non-gaming and non-rendering. I am happily programming with my i3-6100 + 8GiB.

If I'm not mistaken Samsung and the second big DRAM manufacturer are building new factories out of fear China takes the cake with the current situation. I think that by this time next year the prices will be back to normal.
