The issue starts, say when I start a game. (Blade&Soul for example) It ends up reaching 90% memory use, and I keep getting FPS drops from 100 to 20 every other second.
So I checked Task Manager>Performance and found that both CPU and GPU usage% were Oscillating between 0% and 20%.
So I read somewhere that RAM was bottlenecking my CPU and GPU usage.
The game peaks at ~2.8GB usage, but still my memory gets almost full.

I don't think Windows explicitly reports disk cache as "used RAM"

you're right, just checked I'm currently at 30% RAM usage with another 60% of my RAM used to caching.
