For a long time I hated the 80s, but I think that's because I saw it through the prism of the early 90s (big hair, shit music, shoulder pads, culture club). I really, really hated most of the 90s because I was stuck with mainstream culture and it was absolutely terrible cheesy mass-produced shit.
Everything looks better now because you get to cherrypick the best music, the best films etc.
Aside from culturally, I'd probably pick the nineties as is was post-cold war, pre-mudslime invasion.

I haven't seen a single TV anime from the 80s. A handful of OVAs and movies, but that's it. While from the 90s, I've seen a large number of anime, and know there are many left to see.
Azumanga Daioh is also from 2000s. But all 2000s anime mentioned are from before 2005, mentioned as the time when anime got good again by someone.
Many 90s anime also has a really charming artstyle, that typical 90s artstyle. Nothing looks more anime than anime from the 90s. You know, like in Slayers, Nadesico, Saber Marionette and VS Knight Ramune & 40 Fire
