Then they should want a warning that their battery is degrading so they can make the choice to get it replaced, or have it replaced under warranty if it is still covered.

This is done in the background with no indication to the user. It's a cover up to try and prevent them from noticing.

No permanent damage will be done to the phone by a degraded battery, it will not explode just because it is degraded. The phone turns itself off when the voltage from the battery gets too low, so there's no worry about sudden power loss causing data loss.
