1. Sane work hours. Want to stimulate the economy? Give people enough time off work to actually go and do things and go shopping. And with a little more time to themselves, they might be less burnt out and be more willing to go out and spend money.
2. Strong campaign for increasing female participation in the workforce. Fewer opportunities for women obviously hasn't translated into higher birth rates, so that's not working. By increasing female participation in the work force and having more women in more creative and decision making positions, Japan will substantially increase their pool of domestic talent which will increase innovation.

1) Encourage immigration stream, limited work contracts and agreements with western / east-Asian states. To help make Japanese business more functional internationally, and improve dependency.
2) incentive on activity from younger generations, look short term into female workplace participation which is currently very low, (needs to be careful not to worsen fertility although this is too low anyway).
3) Raise retirement age and get old people to do menial jobs if they want to be active in society (easy for Japan to do).
4) Encourage ASEAN and capitalist frameworks across the Pacific
I'm of the opinion that if Japan plays TPP correctly then it won't solve their economy but it will give it new life and is incredibly important to bringing Japan fully into the 21st century.
