Yes pretty easily, the one time I needed to recover a corrupted bios I just had to insert a flash drive with a recovery image with a very specific name into one of the mobo's usb slots and unplug every other usb device.

It possibly requires a kernel mode piece of software. A driver. Maybe installed silently when all the HP utilities are installed. A little backdoor that just keeps waiting there, letting someone who disassemblies the Update Utility to know how to have access to your BIOS.
