I had to put USB and SATA drivers on an external HDD, if you don't have one, you might have to add them to your bootable ISO before writing it to your installation media.
GNU/Linux doesn't have this problem.

Why you gotta be stuck in the past? I haven't seen a ps/2 keyboard that wasn't a cheap piece of shit in at least five years, and both AMD and Intel have very loudly declared that Windows 7 will be lacking in support for their newest hardware.
I had to install Windows 7 on a newish Intel computer a few months ago. I had to include the USB and SATA drivers on the USB drive. The manufacturer website had a tool that allows you to do that.

I have a USB keyboard with NKRO and a Ryzen processor. CPU usage is unaffected by unplugging the keyboard, so I don't know why you're complaining about polling. PS/2 has been dying slowly for a decade, just give it up already.
