What about websites with a ton of of fluid, perfectly optimised first-party js and responsive design done right, gong with the spirit of web 2.0 - user-made or user-curated content, while looking web 1.0 as fuck complete with tiny "pixel art" sharp icons and tables with minimal wasted space?

What do you mean? HTML is responsive by default. You can create a nice looking, readable and responsive blog in like 10 lines of raw CSS.
The only reason the web is so fucked these days is because people write horrible CSS and JS in an attempt to make the web do things it wasn't designed to do.
