Meltdown is easily patched and barely affects performance, if at all, on somewhat modern CPUs. My friend even got a slightly higher (though within margin of error) benchmarking score with a PTI-enabled kernel.

It's an intentional design feature that was put into CPUs. The CPU is working entirely as it was designed. Everything worked as advertised. Operating system vendors should have put in important security features that they put off.

Windows 10 will do this through the windows updates.
Linux allows you to grab the latest microcode directly from intel, or your particular distros repository.
BIOS update is just one way to update the CPU microcode.

Windows is able to temporarily update microcode just after kernel is loaded, but the update disappears on reboot.
Permanent solution is to update BIOS, so new microcode is loaded before OS.
