Universities are corrupted that way. It'd be far saner if *all* teaching materials were public domain or permissively licensed so you can improve the teaching material.
Particularly with state funded universities (most in the world...) it's a shame that this isn't the case.
The lecturers and teachers can get paid to create and edit that material - they usually already are as part of their tenure, really.
One of many things in academia that doesn't work as it should.
