Is it because cold winters have selection pressure for greater intelligence, while the most impulsive and carefree people get to reproduce in tropical climates because food is available throughout the year and hence there is no need for orderliness?

Id say thanx to the winter it leaves more room for error. As oppose to the tropics where death is at every corner. From big carnivores,big scary spiders and scorpians,killers in deep water be it sharks or some posionous fish or jellyfish.
