Your link doesn't prove that the Germany is the 2nd biggest. I don't think you bothered to check the citation, which only talks about German numbers.
It's not even 2nd largest in the EU. And you might not be aware but EU =/= Europe.
If you include Russia, Germany is 5th. If you don't include Russia Germany is 4th behind Italy.

half of their army consists of boomers that couldnt get a job elsewhere when they were young. those guys are old and lazy now, aches and obesity ridden and the only reason they are still in the army is because they gave them lifelong contracts when they hired them 30years ago.
The official Italian total number is 347,927 which includes the Carabinieri and other meme people so I tried to be fair and didn't include them.
The official German number which I USED includes the staff at the German Ministry of Defence and several thousand university student counted under "Human Resources." I am NOT making this shit up, look at the bullet points on the official German military website:

It's the 2014 edition of the IISS which means it would concern the year 2013. Pretty out-dated. I think the only way to resolve this is do a check of the official Italian website and compare like-for-like. Unfortunately I need to go out so I don't have time to do this now.

Continental Europeans often use 'army' to mean 'armed forces' which is why I asked for clarification at the beginning. Anyway it is well known that the Italian navy is pretty sophisticated. Many of their warships are the same as what the French use, for example. The air force is similar to the German one (typhoons and tornadoes) with the addition of f-35 As and Bs.
The Italian military is underfunded and has many problems but it's a potent force, definitely stronger than Germany
