What's the best distro to use KDE with? Does it support wayland? Do recent AMD GPUs(especially laptop ones) support wayland? Preparing to dump windows some time this year.

the best KDE distro is KDE Neon, Opensuse will be ok with the next release if you want something that will be stable for 4 years

KDE 4.12 seems to have good wayland support, you can enable it on KDE Neon in the login screen

Manjaro and OpenSUSE have the nicest KDE configs on installation. Neon has plain defaults, but it's the lightest one and always first to get KDE updates. Wayland support is in early stages. Dunno about AMD.

For some reason kde has a huge memory leak on my laptop, i have to run kwin_x11 --replace(i think that's the command, i just use an alias) once or twice a day otherwise the system will simply lock up.

I run Solus with budgie and it's awesome and stable for a rolling distro. No KDE base installer makes me sad but at least Budgie Desktop is moving to the QT framework over the shitty fragmented GTK4.0 spec.

Catfish integrates fine with thunar for searching. I didn't even know it's an external program until now.
Xfwm already removed tearing in v4.13. The point is to have a light OS, and vsync wastes power so it shouldn't be on by default. Even (((windows))) has tearing unless you enable Aero. But it would definitely need an interface for enabling the tearfree option for intel and AMD.
Mugshot doesn't give errors on my machines. Perhaps this is the fault of your distro? Works fine on ZorinOS.

It does not remember individual folder view settings. If you set it to Icon view in the Pictures folder then every other folder is also gonna use the Icon view. If you set it to List view in the Documents folder then every other folder is also gonna use the List view.

I'll give you this, I have not used xfwm 4.13, but its screentearing is still a common complaint among new users today.

Is there a way to make the wallpaper configs stick or script it in a better way?
I have a laptop (one screen) which docks into 3 screens.
When it does, it remembers the resolution config of the monitors, but the wallpapers are often shuffled.
