The bootloader is locked on Snapdragon phones. The bootloader is unlocked by default on european Exynos phones
Project Treble is still shit. Each device still has device specific bugs that need to be fixed. You can't install a generic system image and expect everything to work like how retards (OP) portray it. So you won't fulfill your dream of buying chink shit and getting instant ROM support without doing work until Treble improves.

Doesn't matter. Most important features already work with the generic system image. Rest can be fixed. You don't need the same generic image for all devices. You can always compile AOSP with the changes you want with the fixes for stuff that's broken.
