Hardware is always going to be hit or miss. It may die tomorrow after a year of almost no usage, or it may die 2 years later after a year of raping the GPU daily. Look at the death rate of HDD's. I've bought plenty of DOA BRAND NEW hard drives in my past before. I've also bought plenty of used GPU's and CPU's over the years. I've never once had a DOA used item that I bought on ebay.

If you bought it brand new from a retailer then you would have within a certain time frame the option to have it switched out by the retailer, or the manufacturer. If you bought it used from ebay, and it shits the bed after 46 days then you're just fucked.

Actually most miners undervolt gpus too decrease load. They own multiple gpus after all, so you want them to last long and decrease the electricity bill

Video cards are massively faster than CPUs on certain specific tasks, like rendering 3d video, at the cost of being much less flexible/slower at running anything else. This is the entire reason we have 3d graphics cards in the first place, otherwise the CPU would be used for rendering.
Most cryptocurrencies use algorithms that are the kind of math graphics cards are really good at, hence them being preferred for mining, while some cryptocurrencies like Monero use math that GPUs are not so good at, and thus you use the CPU to mine.
