If she's using the computer at school, she'll have people around her pointing out how to do things. If she's using Linux those other people don't know how to do it, even if it wouldn't be that difficult. It's better if the whole class uses the same system.

OP, as many have said so, if it's for school, and they'll have to use it so, make it easier for her by choosing Windows. When I went to highschool we were forced to use Ubuntu in our last year. You have no idea how stupid the general public is. And problem solving at this technical level (8) will not suffice. We had trouble working on those computers because of software requirements, thumb drives crashing/malfunctioning (by not clicking eject and whatnot), drivers missing... What if your sister would like to game? I'm sure if you want you could even put a dualboot on it, and actively teach her... No reason for her to use something else... If you want her to learn, don't force it.

Ubuntu MATE is not only easy to use, can be easily modified to look like Windows, UNITY, Apple - but also has low hardware requirements, if your sister needs to use Windows in the school, install Windows within virtual machine, QEMU, or VirtualBox. If she needs to game Windows-only games, QEMU should give better performance than VirtualBox, up to 95%.

I installed Ubuntu on my little sister's laptop. Her only complaint was libre office, so I installed windows 7 in virtualbox, and showed her how to open word. Unity mode makes this childishly easy.
