I'd just like to interject for a moment. What you're referring to as Linux, is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux. Linux is not an operating system unto itself, but rather another free component of a fully functioning GNU system made useful by the GNU corelibs, shell utilities and vital system components comprising a full OS as defined by POSIX.
Many computer users run a modified version of the GNU system every day, without realizing it. You can rename files by right clicking, going to properties, and renaming the file there. Might not be as easy as just right clicking, but the option is there. Sadly, no search function but that isn't that big of a deal since my files are organized.

They give an extremely lean version of KDE Plasma built on top of Ubuntu LTS. It is meant as a testing bed for the stable version of KDE Plasma. I don't see why you would expect a non essential piece of KDE software to be preinstalled. Just because it has a "K" in it, doesn't mean it is part of the DE.

A DE is supposed to have a WM, some sort of application switcher (like a task bar), a way to view and start applications, a terminal, and a file manager. Barebones KDE Plasma, what KDE Neon has, already supplies that. They chose to include a few other packages, but that is their choice. KDE Neon isn't a replacement for Kubuntu. Most people won't even know about KDE Neon. I would guess that KDE fans are the ones that are trying out KDE Neon so they know what they want/don't want.
A DE is supposed to have what you would have on a desktop, like a calculator, that is why is calle DE, Desktop Environment, you excuses are becoming lamer every time
