Well Punk is rooted in Folk, and the fact he went Electric before any other folk artist, and was a big influence on VU and the like, points to yes

It's more Sinatra covers. Which sound decent I guess but part of the appeal of Dylan for me are his lyrics. His covers usually sound phoned in. His stuff from Time out of Mind through Tempest were awesome bar that weird ass Christmas album.
