Yeah that's fine if you actually have checks in place to ensure people aren't abusing it though.
Simple stuff, things like drug tests, limited amount of time on welfare if no improvement (if you haven't found a job or done anything in years maybe you shouldn't be getting sustained...) etc.

That's the issue with being a NEET, you never gain any skills or life/work experience so when you become 30+ years old you're left with nothing to do because on one hand you're old enough to suppose to have a career but on the otherhand mommy & and daddy are going to croak soon and you have no experience to work anything besides menial labour ( and even that might be a challenge)
