1. Everyone in Brazil (or most LatAm for that matter) wants to be considered white
2. No white wants to be considered pardo
3. The census on race are "self-reported"

If you declare yourself white in the census you will lose lot of racial quotas now.
Everyone wants to be white, quotas or not. Maybe some poor whites identify as pardo here or there for some advantages, but all of LatAm has a consideralbe disparity on how the population sees itself and how it really looks like.
LatAmericans are more likely to want to have the pride of consider themselves "white" than having access to what little advantage the quotas will grant them.

I've actually wintessed a Brazilian girl starting arguing with a black girl because the black girl said the Brazilian girl' boyfriend looked more like a pardo than the white man she claimed to be dating.
It's a historical and cultural thing. In the past, people were discredited from having certain positions for not being of pure european ancestry. That's why suddenly everyone wants to be white. There's a reason these racial census are so important in the Americans, while most of the rest of the world as census purely on ethnicity and not race.

And there is nothing stopping them from claiming to be pardo while doing the tests but claiming to be white in society because now they have a good public job or are in university so now they can be part of the white Western society.
If people consider themselves as brown right now, as soon they become successful, they upgrade to white. This is how the Brazilian society works, Brazilians don't believe they're limited by genes or rules.
