Why are The Dead Kennedys the best punk band?

I will forever love DK but as far as "Best Punk Band" goes it's close but I'd say they're about neck-and-neck with Black Flag

If you're talking english punk, eeehhhhhhhhh. You'd have an argument with Buzzcocks or The Damned, maybe, or Cock Sparrer, but other than that....There were some great english punk bands but I don't think anybody permeated the underground as well as the great US bands. Plus. the Ramones were arguably the first actual punk act in the first place
